A digital mailbox is a certified delivery service provider that ensures the secure sending and receiving of electronic invoices over the Peppol network. Under Act 385/2025, every VAT payer in Slovakia must use a digital mailbox to send e-invoices from 1 January 2027. Non-VAT payers must at minimum be able to receive e-invoices through a digital mailbox.
A digital mailbox acts as a certified intermediary — a so-called Peppol Access Point. Think of it as a courier for electronic invoices: it verifies the invoice format, encrypts the content, and securely delivers the document to the recipient. Unlike ordinary email services or cloud storage, a digital mailbox is not just a file forwarder. It is a regulated and audited participant in the Peppol network that must meet strict technical and security standards set by OpenPeppol and the national authority (in Slovakia, this is the Financial Administration). Every digital mailbox undergoes a certification process verifying its ability to correctly process, validate, and deliver electronic invoices in compliance with the Peppol BIS specification.

An e-invoice is not a PDF
The key difference between a standard invoice and an e-invoice is that an e-invoice is not a PDF or a scan of a paper invoice. An e-invoice is a structured XML/UBL file processed automatically — a computer reads it directly without manual data entry. A PDF invoice is essentially an image — the human eye can read it, but accounting software cannot process it without OCR. Moreover, OCR is not error-free: poor scan quality or non-standard data layouts cause mistakes that an accountant must fix manually. An e-invoice in UBL/XML format eliminates this problem entirely — data is structured, unambiguous, and machine-readable. That is why Act 385/2025 stipulates that from 1 January 2027 PDFs will only be accepted for B2C transactions.
How the Peppol network works — the 5-corner model
The Peppol network uses the so-called 5-corner model. The participants are: (1) the senderof the invoice, (2) the sender's digital mailbox (Access Point), (3) the SMP (Service Metadata Publisher — the register used to look up recipients), (4) the recipient's digital mailbox and (5) the recipient of the invoice. As a business you only interact with your own digital mailbox — the network handles everything else automatically. In practice it looks simple: your business creates an invoice in your accounting software. The digital mailbox (in this case ePošťák) picks it up, validates it against Peppol BIS 3.0 rules, looks up the recipient in the SMP register and delivers the invoice to their digital mailbox, which then delivers it to the recipient. The whole process takes seconds. The fifth 'corner' of the model is the Financial Administration, which has access to transaction data in near real time — ultimately replacing the VAT control statement.
Why was it introduced?
Mandatory e-invoicing stems from the European ViDA (VAT in the Digital Age)directive, which aims to digitise tax processes across the EU. The European Commission estimates that VAT fraud costs EU member states more than €60 billion per year. Structured e-invoicing through the Peppol network will allow tax authorities to access transaction data in real time, making fraudulent schemes significantly harder. Slovakia implemented this obligation through Act 385/2025 with effect from 1 January 2027. The goals are to reduce tax fraud, speed up business transactions, and modernise accounting.
The ViDA directive also envisages that by 2030 e-invoicing will be mandatory for cross-border transactions across the entire EU. Slovakia is among the first countries to introduce a national implementation. Other member states (France, Germany, Poland) are preparing their own timelines. For Slovak businesses trading internationally, this means the investment in a digital mailbox pays off even more — the same infrastructure will serve cross-border invoicing as well.
Digital mailbox vs invoicing software
Invoicing software (e.g. POHODA, SuperFaktúra, iDoklad) is used to create an invoice. A digital mailbox is used for its secure delivery over the Peppol network. They are two different things that complement each other. Your invoicing software creates the invoice; the digital mailbox delivers it to the recipient. Some digital mailboxes (including ePošťák) offer an API integrationthat allows connection to any invoicing system.
A common misconception is that 'if I have accounting software, I don't need a digital mailbox.' This is not true — your accounting software creates the invoice but has no authorisation to deliver it via Peppol. For that you need a certified mailbox. Some large accounting packages are gradually building connections to digital mailboxes — in that case the integration will be transparent and you simply choose which mailbox to use. For smaller software and custom solutions the best path is direct ERP integration via API.
Act 385/2025 — what does it mean for you?
Act 385/2025 on electronic invoicing introduces mandatory e-invoicing for all business entities registered in Slovakia. It is the most significant change in invoicing in decades. The Act was passed by the National Council of Slovakia in 2025 and takes effect in several stages — from a voluntary period through mandatory domestic e-invoicing to cross-border obligations. Key points:
- —Every VAT payer must send and receive invoices exclusively electronically through a certified digital mailbox from 1 January 2027
- —Every non-VAT payer must be capable of receiving e-invoices (sending is not mandatory)
- —B2C transactions (invoicing end consumers) are exempt
- —Cross-border e-invoices will be mandatory from 1.7.2030
- —Credit notes and debit notes are subject to the same rules as regular invoices
- —The deadline for issuing and sending an e-invoice is 15 calendar days from delivery of goods or services
- —After receiving an e-invoice the recipient has 5 days to report data to the tax authority — this happens automatically through the digital mailbox
- —Recipient consent for electronic invoicing is no longer required from 1 January 2027
The Act also introduces the concept of a 'certified delivery service provider' — i.e. a digital mailbox that must pass certification with the Financial Administration. E-invoicing rollout timeline
Voluntary period
Businesses can voluntarily register and start using e-invoicing. We recommend starting now — avoid the last-minute rush and lock in early-bird pricing. The Financial Administration certifies the first digital mailboxes and publishes their list.
Mandatory domestic e-invoicing
All VAT payers must send e-invoices through a certified digital mailbox. Non-VAT payers must be capable of receiving. PDF invoices will not be accepted for B2B transactions. B2C invoicing to end consumers remains unchanged.
Stabilisation and review
The Financial Administration will evaluate the first year of mandatory e-invoicing. Rules are expected to be refined based on practical experience. Digital mailboxes must meet updated security standards.
Cross-border e-invoicing
The obligation extends to cross-border transactions within the EU under the ViDA directive. The VAT control statement is abolished — invoice data will be available to the tax authority automatically in near real time.

Fine for a first breach of e-invoicing obligations. Applies for example if a business sends a PDF invoice instead of an e-invoice via Peppol, or has not registered a digital mailbox.

Fine for a repeated breach. If a business still has not adopted a digital mailbox after the first fine, the penalty increases dramatically.
Exception for mailbox failure: If the digital mailbox fails (e.g. server outage, technical error), the business needs verifiable technical evidence. First unintentional mistake: If you make an honest mistake and correct it promptly (e.g. by sending a corrected e-invoice), keep evidence and act quickly. The Financial Administration assesses the consequences under the published guidance and applicable rules.

The e-invoicing process through a digital mailbox is surprisingly straightforward. The whole system is designed so that you as a business owner deal with as few technical details as possible. Your digital mailbox handles validation, encryption, routing, and archiving. Here is a detailed five-step walkthrough:

Log in to the Financial Administration portal (PFS) and choose ePošťák as your digital mailbox in the e-invoicing section. This tells the Financial Administration who will receive and send e-invoices on your behalf. No paper forms, no contracts to sign.

Your Peppol ID is derived from your VAT ID, so you don't have to invent one. From this point any participant in the Peppol network across 21 countries can find you.

After successful delivery you receive a confirmation (Message Level Response — MLR). This is digital proof that the invoice was delivered to the recipient at a specific time. ePošťák makes invoices and transport evidence available according to the selected plan and the retention rules in the GTC. Sole traders (freelancers)
Every sole trader registered in Slovakia needs a digital mailbox. If you are a VAT payer, you must also send e-invoices from 1 January 2027. How to choose the right digital mailbox
Not all digital mailboxes are the same. Several certified providers operate in Slovakia and their services differ in price, features, support quality, and technical capabilities. B2C transactions are exempt from mandatory e-invoicing. If you invoice end consumers (private individuals who are not business owners), you can continue with your current invoicing method. If a business partner sends you an e-invoice and it doesn't arrive, the problem may be on the sender's side or with their digital mailbox. ePošťák sends you a notification for every received invoice. A first breach of e-invoicing obligations carries a fine of up to €10,000. A repeated breach carries a fine of up to €100,000. If you correct a mistake promptly or a digital mailbox failure occurs, verifiable technical evidence is important and the consequences are assessed by the competent authority. The deadline for issuing and sending an e-invoice is 15 calendar days from delivery of goods or provision of services. This also applies to credit notes. After receiving an e-invoice you have 5 days to report data to the tax authority — this happens automatically through your digital mailbox (source: Financial Administration FAQ, examples 13 and 18).
No. From 1 January 2027 recipient consent for electronic invoicing is no longer required. Removing the consent requirement simplifies the transition to e-invoicing — you do not need permission from your business partners (source: Financial Administration FAQ, example 12).
Yes, but only from 1 July 2030. Until then the VAT control and recapitulative statements are submitted in full as before. From July 2030 invoice data will be sent to the tax authority automatically in near real time — resulting in less administrative burden for businesses (source: Financial Administration FAQ, example 9).
